Fuliya gave new identity to Commissioner's Post

Shri R.R.Fuliya, I.A.S., who gives a surprise to the lethargic officials by his style of working, has completed one year as Divisional Commissioner, Hisar Division, Hisar on 18th March 2006.
Shri Fuliya has become quite popular among masses on account of his unique style of functioning. Relinquishing the comfort of air-conditioned office and even cycling on roads in rural areas with a view to sensitise the people on important issues such as water conservation, Shri Fuliya has greatly impressed the masses by his efficient handling of public issues.
The people of the division are of the opinion that earlier there have been many commissioners, but none reached the people, heard them and redressed their grievances as effectively as Fuliya has done. He has performed a feat of providing new identity to the post of Commissioner among masses.
Just after taking charge as Divisional Commissioner, Hisar, Shri Fuliya started the work of sensitizing the bureaucracy, which is otherwise considered inactive, by reviewing their works and this process is still going on. In the meantime he was also entrusted the additional charge of Vice Chancellor, Guru Jambheshwar University, Hisar and Vice Chancellor, Chaudhary Devi Lal University, Sirsa but it didn’t hamper his official work. Other officers, seeing his efficiency, became surprised and they started to mould themselves according to it.
The Commissioner emphasises that officers of all the districts in the Division—Hisar, Sirsa, Bhiwani, Fatehabad and Jind should solve the problems of people by visiting them and by having discussions with them. The Commissioner himself started a movement of conducting instant inspection of Govt. schools, which impressed the people a lot. It went a long way in improving the standard of education in schools.
Shri Fuliya also played an important role in establishing UDUSET in schools. Apart from that, with a view to redress grievances of the masses, he visited different areas and understood people’s problems by being among them. It was only due to his sincere efforts that the public awareness campaign on Water conservation and Water Management became a success. He gave full support to this campaign and with a view to make people enlightened about water conservation and water management, he himself participated in Water Conservation Cycle Rallies and he became a source of inspiration for senior officers.
He asked the officers to make plans for proper management of the rain water and its utilization in draught prone areas; all these activities show his far-sightedness. By having a look at the development works during the last year, it can be said that he is the most efficient officer of Hisar Division.

Apni karya pranali se aaraam-parast adhikariyon ko chaunka dene wale Hisar Mandal ke Aayukt R.R.Fuliya ne Hisar Division ke Aayukt ke roop mein apna ek saal ka karya-kaal poora kar liya hai.Atharha March ko apna ek saal poora karne wale Aayukt Fuliya apnee karya-shaili ke kaaran aam janata ke beech kaafi lokpriya ho gaye hain. Air-condotioned karyalaya ko chhodkar aam janata ke beech aakar cycle tak ki sawari karne wale Aayukt Fuliya se log kaafi prabhawit huye hain. Logon ka maanana hai ki aaj tak kitne bhi Aayukt aaye, lekin kisi ne janata ke beech jaakar unki samasyaon ko jaanane ka itna prayaas nahin kiya jitna Aayukt R.R.Fuliya ne kiya hai. Unhonne apne karya se Aayukt pad ko janata ke beech ek nai pahachan dene ka karya kiya hai.
Atharha March 2005 ko Hisar mandal ke Aayukt ka pad sambhalne wale R.R.Fuliya ne pad sambhalte hi lagbhag niskriya mane jaane wale adhikariyon ko sakariy kar unke karyon ki sameeksha karne ka jo kaam arambh kiya wah nirantar jaari hai. Is dauran unhen Guru Jambheshwar Vishwavidyalaya, Hisar tatha Chaudhary Devilal University, Sirsa ke Kulpati ka atirikt karyabhar bhi saumpa gaya, lekin isse unka karya adhik prabhawit nahin huwa. Unki karyasheelata ko dekhkar doosre adhikari bhi chakit rah gaye aur unki karya-pranali ke anusar apne aap ko dhalne main lag gaye. Aayukt mandal ke antargat aane wale panchon zilon—Hisar, Jind, Sirsa, Fatehabad avam Bhiwani zila ke adhikariyon ki vibhinn samasyaon ko lekar baithkar unka hal nikalane par jor dete hain.Unke dwara sarkari schoolon ke auchak nireekshan ka jo abhiyaan chheda gaya usse log kaafi prabhawit huye. Isse schoolon ke shiksha ke star main kaafi sudhar aaya.
Unhone schoolon main eduset lagane ke abhiyaan main bhi kaafi mahatwapoorn yogdaan diya hai. Iske alaawa unhone aam admi se judi samasyaon ke samadhan ke liye vibhinn khetron ka daura kiya aur logon ke beech jaakar unki samasyaon ko jaana. Jal sanrakshan aur prabandhan ko lekar unke prayaas se hi jan-jaagrookta abhiyaan chalaya gaya. Is abhiyaan main unhone poora sahyog diya aur logon ko jal sanrakshan wa prabandhan ke prati jaagrook banana ke liye cycle yaatra tak main bhag lekar uchch star ke adhikariyon ke liya ek prerna ka kaam kiya hai.Unhone varsha aur baadh ke paani ke uchit prabandhan aur uska sookha-grast ilakon main upyog karne ke liye adhikariyon ko yojana banana ke liye kaha jo unki door-darshita ko darshata hai. Unke ek saal ke karyakaal main huye karyon ko dekhkar yah kaha jaa sakta hai ki wah Hisar Mandal ke sabse adhik karya-sheel adhikari hain.
