Cashier to Commissioner-i

The journey of Shri R.R.Fuliya, I.A.S., Divisional Commissioner, Hisar Division and Vice-Chancellor, Guru Jambheshwar University, from cashier to Commissioner has not been a smooth one. Born in a middle class Arya Samaji family in village Ataola on 18th March 1954, Shri Fuliya is considered one of the senior and experienced officers of Haryana.

 

In a special interview with the correspondent of Panjab Kesari, Shri Fuliya dwelt upon certain unknown aspects of his life. On account of aspiration and zeal to do something for the welfare of people in his life, today he is in the most reputed service of the country, i.e., Indian Administrative Service and is presently posted as Divisional  Commissioner, Hisar Division. After passing matriculation Examination, Fuliya went to his brother, who was working in Indian Air Force. Apart from continuing his studies, he appeared in competitive exams and joined a bank as cashier in New Delhi, but his ultimate destination was something different.

 

 In the year 1980, he appeared in the I.C.S. exam but because of low rank, was selected for Indian Railways Personnel Service. After having worked for two years as Personnel Officer, he again appeared in I.C.S. exam, but could not get through. But he didn’t give up hope and became busy in preparations for the next year exams. Ultimately his efforts bore fruit and he was selected for I.A.S. Shri Fuliya told that his first place of posting was Hisar only. After having completed his training, he was posted as Sub-Divisional Magistrate in Siwani in Hisar District.

 

Leading a lonely life, Shri Fuliya spends most of his time in official works and in meeting people who visit him for their various grievances. After assuming additional responsibility as Vice- Chancellor, Guru Jambheshwar University, Hisar, his routine became busier. The Commissioner has interest in music and dramatics, and is still continuing his studies. He has acquired educational qualifications as M.Com, LLb, M.A. and MBA. Apart from that, he has accomplished various challenging feats while working on different posts.

 

While working as Vice-Chancellor of Guru Jambheshwar Vishwavidyalaya, he declared within hours the results of Combined Engineering Entrance Test (C.E.E.T.) conducted for entire Haryana State, for which he brought Guru Jambheshwar University in limelight throughout the country. Apart from that, by conducting the counseling for admissions in an orderly and efficient manner, he won appreciation of the students and their wards.

 

Presently, Shri Fuliya is busy constructing an auditorium in the university through shramdaan (voluntary efforts, labour) for which he reaches the university at 5 A.M. to do shramdaan.
